Tomoe Gozen was a late twelfth-century female samurai warrior (onna-bugeisha), known for her bravery and strength.
She married Minamoto no Yoshitsune and served him in the Genpei War and was a part of the conflict that led to the first shogunate in Japan.
Her family had strong affiliations with Yoshinaka. Her father, Nakahara Kaneto was a strong supporter of Yoshinaka and also his foster father, who raised him since he was two.
Her mother was Yoshinaka’s wet nurse. Two of her elder brothers also served Yoshinaka as generals. She is best known for her loyalty and courage at the Battle of Awazu in 1184.

If you are just starting off in Rise of Kingdoms, Tomoe Gozen is a good and simple commander to have in your roster. Considering how easy it is to level her up when paired with commanders who give bonus experience when killing barbarians such as Aethelflaed, Boudica and Belisarius for instance. However, Tomoe Gozen is a staple of your roster early in the game — it is important to utilize her skills to the max and her talent builds to perfection as there isn’t plenty of room to flex around with this commander.
Best Tomoe Gozen Skills
Tomoe Gozen is one of the fewest elite commanders to have a decent skill set. Most of the commanders in this rarity category usually are gathering like Sarka and Constance. But Tomoe Gozen offers some combat capabilities for Free-to-Play players to start with. Below is her skills:
Rage Requirement: 1000
Increases attack of all units for the next 3 seconds.
Attack Bonus: 10% / 15% / 20% / 25% / 30%
Simply gives 30% attack bonus for all units under Tomoe Gozen’s leadership for 3 seconds. Nice active skill to use.
Increases the attack of archer units; increases the march speed of archer units.
Archer Attack Bonus: 1% / 2% / 3% / 4% / 5%
Gives a small bonus to archers, increase attack and march speed by 5%.

Gains additional rage when attacking the enemy. Increases skill damage when Tomoe Gozen is serving as secondary commander.
Rage Restored: 3 / 6 / 10 / 15 / 20
Beauty in Chaos is rather a simple passive skill that increases the skill damage by 15% and restore rage by 20 every time when she is serving as a secondary commander.
When using an active skill, Tomoe Gozen reduces her current target’s damage for 2 seconds.
Damage Reduction: 2% / 4% / 7% / 10% / 15%
Every time this elite commander activates her active skill, reduces her target’s damage by 15% for 2 seconds. Which really helps a lot with mitigating the incoming damage.
Best Tomoe Gozen Talent Trees
Unless you are rolling Tomoe Gozen as your secondary commander, this is the only talent build we highly recommend using for her. It focuses on increasing attack, damage, march speed and health value of archers. In addition to boosting the troops normal attack (white damage) in absence of active skill damage.
PvP Talent Build
By default, this is the best talent build for Tomoe Gozen. It focuses on boosting the archers’ combat capabilities. Plus the speed of rage generation is improved which helps her maintain the 30% attack bonus for all units in addition to flat 5% march speed + attack perk. Whether you are fighting against enemy players or killing barbarians, this is by far one of the most flexible talent builds that you can pretty much use with Tomoe Gozen for anything.

As I mentioned previously that Tomoe Gozen is a solid secondary commander. Which means you are going to want to have good epic commanders to pair with her. Most importantly, you want to maintain focus on archery so that both commanders can greatly benefit each other. Fortunately, there are quite a few epic commanders who work well with Tomoe Gozen. Here’s our recommended primary commanders:
If you are looking to pair with a commander who can disable nukers, Hermann is your best pick. He is a strong defender and focuses on archery. Which means both will be able to benefit each other a lot.
Tomoe Gozen’s accelerated rage generation only will further help Hermann dish out moderate amounts of damage and keep nukers silences. Enemies who try to attack you with Hermann and Tomoe Gozen as your pair will be turned off by the fact that they struggle with dishing out powerful and damaging active skills.
Kusunoki Masashige is the starting commander for Japan and focuses on Archery. Which makes him one of the best commanders to start with since he is capable of dealing moderate amounts of damage. Plus sustained direct damage factor over the next few seconds.
He excels at defending your city against enemy invasions. This makes Kusunoki Masashige a somewhat tough epic commander to handle against early in the game. If you are playing as Japan, you are in luck with Tomoe Gozen.
