Instead it focuses on offering some recovery net, especially in late game when the troops capacity of commanders exceeds 200,000 more than what hospitals can support.
The first trait gives a 5% defense bonus to archers which is great when you are rolling commanders who specialize in archery like Tomyris, Ramesses II and even Edward of Woodstock. The defense bonus helps provide some protection against incoming damage that makes it harder for the troops to die on the battlefield.
